S'thorne council clears the way for affordable housing

SILVERTHORNE - The Silverthorne Town Council gave final approval this week for a six- to 11-unit affordable housing development to be built on a small town-owned piece of property.

The project is proposed on a 1-acre lot located on Anemone Trail behind the Summit Place Shopping Center.

On Wednesday evening, the council unanimously approved the annexation of the 1-acre lot, which previously was located inside Dillon's boundary. The council also assigned R-15 zoning to the parcel, allowing up to 15 units of housing per acre.

The units will be developed by Tom Everist, the owner of South Maryland Creek Ranch per his December 2005 annexation agreement with the town. Everist is building a 71-home, high-end subdivision on 355 acres of his 1072-acre ranch on the north side of town. The council approved the annexation of the 355 acres under an agreement that provided about $1 million worth of benefits to the town and included an affordable housing component.

Joanna Hopkins, South Maryland Creek's development manager for the affordable housing project, said developers plan on constructing between six and 11 two-bedroom, two-bathroom, two-car garage units and putting them on the market.

The units will be deed restricted for employees in Summit County, however, employees of Everist Materials, Tom Everist's sand and gravel company currently in operation at Maryland Creek Ranch, will have first right of refusal on 40 percent of the total units, Hopkins said.

Units will be priced for workers who make an average of 100 percent area median income, Hopkins said.

The deed restrictions will likely be similar to countywide restrictions currently being devised by the Summit Combined Housing Authority, Silverthorne town manager Kevin Batchelder said.

Developers have until December 2008 to finish the housing per the South Maryland Creek Ranch annexation agreement, and are beginning the site planning process with the hope to start construction this fall.

The Town of Silverthorne purchased the Anemone Trail lot from the Town of Dillon in 2003.
