A memorial service is scheduled for Friday night.
Twenty-eight-year-old Rosemary Rosales and 76-year-old Deloris Burns died from their injuries after the tornado struck on March 28.
Dozens of homes were destroyed or damaged.
Holly has about 1,000 residents and is 190 miles southeast of Denver on the Colorado-Kansas border.
