Dillon moves forward on urban renewal plan

DILLON - An urban renewal advisory committee to help Dillon create a town center vision will likely be formed early next year. Council members discussed their options at a work session Tuesday, and town manager Devin Granbery said he was researching options.

Dillon Town Council sits as the Dillon Urban Renewal Authority board, and it wants expert advice when proposals come in for town redevelopment. Possible people to fill out such a committee could include an attorney, a financial expert, a real-estate developer and local business representatives. However, council agreed that the committee should stay small, and it likely wouldn't meet on a regular basis. It would simply be a group of experts that could be called upon if questions arise.

"I don't think it should be restricted to residents of Dillon," said councilwoman Mary Forsythe. She added that in seeking great expertise, someone could even join a meeting through Skype.

Council also discussed coming up with funding options and a budget for the Dillon Urban Renewal Authority, although nothing specific was decided. Granbery said that the authority should error on the conservative side when dealing with finances. A budget for the authority could be created by mid-2010.

Other topics discussed Tuesday evening included redevelopment incentive programs, urban renewal policies, marketing and the creation of a Dillon Urban Renewal Authority website. The website will be made available through Dillon's current town website, but officials also said it would be beneficial for the Dillon Urban Renewal Authority to have a separate website not connected to the town.

No decisions were made at the meeting, and council will be discussing its options into next year.
