New Frisco condo project may break ground in September

The Frisco Planning Commission approved the formal application for the Condos off Main project during its July 19 meeting, bringing the development one step closer to reality.
Planning commissioners OK’d the application 4-2, with Larrie Mackie and Melissa Sherburne opposed.
The development awaits one final approval from Frisco Town Council on Aug. 14 to begin construction. The planning commission recommended approval for the request to construct a project containing 23 residential units and 2,243 feet of commercial space located at 120 Fourth avenue.
If all necessary approval is met, ground breaking is set for early September, said developer Larry Feldman.
The development, first presented to the planning commission May 3, has drawn attention from nearby residents concerned about incongruity of the size and appearance of the complex.
“It was a very full meeting, and at least a dozen members of the public spoke on behalf of the development application,” said Mark Gage, senior planner for the town. “The most reiterated points were the large size of the development and uncertainty of compatibility in the neighborhood.”

Frisco resident Brian Sullivan lives along Fourth avenue near the Condos off Main site and is concerned about the development’s size and density.
“I think it’s bigger than it needs to be,” Sullivan said. “It doesn’t seem to fit into the neighborhood.”
The size of the development falls under what is allowed by Frisco town code, Gage said.
“You have to push the edges of the code in these economic times,” Feldman said. “It’s going to be big, but the code allows it to be big.”
The initial sketch plan of the Condos off Main was presented to the planning commission May 3 and consisted of 25 residential units and 3,991 square feet of commercial space. Since then, the development has been scaled down to 23 residential units and 2,243 square feet of commercial space.
“We’ve made every effort to accommodate the desires of nearby homeowners, including scaling down the development,” Feldman said.
But not everyone is satisfied.
“I would like to see amendments to the zoning code to encourage solutions that do not over-build, which would lead Frisco to losing the charm that it currently has,” said Tim Kubitschek, a resident of nearby Aspen Square Townhomes. “To me it just looks like greed on the part of a developer at the expense of Frisco and its residents.”
Frisco community development director Jocelyn Mills said that the new development will spur economic growth.
“The units will be sold and there is a commercial space below, though no one knows what will fill it yet,” Mills said. “The town council feels it’s a good opportunity to sell the property to (Feldman) to redevelop the site.”
The project is on the northeast corner of Fourth and Granite streets, where the vacant “Nurse’s Building” still stands. Its parking lot serves as free public overnight parking, but will soon be the foundation for the incoming condo structure.
