BOSAC wants to give more to Swan Mountain rec path

BRECKENRIDGE – The Breckenridge Open Space Advisory Commission (BOSAC) agrees it wants to chip in more than $10,000 toward the construction of an $11.8 million recreation path over Swan Mountain Road, but members aren’t sure how much more to contribute.

One question facing the commission is whether open space funds can be spent outside its interest area, which ends at Farmer’s Korner where the bike path would begin.The county plans to build a recreation path roughly paralleling Swan Mountain Road. It will be built in four phases, the first – the Lowry Phase – is to be built next summer from Summit Cove to Swan Mountain Road.

The second phase, the Sapphire Phase, is from Swan Mountain Road to Sapphire Point, the Blue River Phase is from Sapphire Point to the Blue River inlet and the last phase will connect the path to the Blue River treatment plant.”The issue is what phase to put the money into,” said Breckenridge town manager Tim Gagen. “The first phase is the cheapest, but it’s probably an area that’s outside (the town’s open space boundaries).”

The county, however, cannot use its open space funds for paved trails, and it doesn’t have access to any capital or general funds. So far, the county open space department has been able to secure about $1 million of the $1.8 million needed for the first phase from grants.- Jane Stebbins
