Dillon Town Council scheduled to review proposed redevelopment of waterfront properties this week

The Dillon Planning Commission recommended last month in a 3-2 vote that the town council approve the planned unit development application for the proposed project

The Dillon Town Council is scheduled to discuss an application during its meeting Tuesday, March 5, for a proposed mixed-use building with 200 residential units, restaurants and retail space.

Developer Jake Porritt is proposing a five-story, 485,000-square-foot building near the town’s waterfront. The Dillon Planning Commission voted 3-2 last month to recommend the town council approve the planned unit development agreement for the project.

The current plans call for 200 condominiums, three restaurants and retail space located at 626 and 652 Lake Dillon Drive and 153 and 223 W. LaBonte Drive — where the Best Western and now-defunct Arapahoe Cafe now stand. The building would feature public amenities such as a rooftop terrace, bar, observation deck and ground-level plaza. A swimming pool and another rooftop area would be for residents only. 



The project represents a scaled-down version of a previous plan by Porritt to build a luxury hotel that was ultimately deemed too large for the area.

During the planning commission meeting last month, some members of the public raised concerns about the size of the building and the potential for it to block views of the waterfront for other residences in town.



Others took issue with the type of housing to be offered in the structure, which Porritt has referred to as “branded residences.” These units, which would range from one- to three-bedroom units, could be purchased and then rented out by the owner through a third-party hospitality company like Marriot, Hyatt or Hilton.

On Tuesday, Town Council will consider the first reading of an ordinance to approve the Level IV planned development application, according to the meeting agenda. The purpose of the first reading is for the Town Council to review the title and language of the application, Senior Town Planner Ned West wrote in a staff memo. If approved on first reading, a second reading and public hearing will take place on March 19, Town Manager Nathan Johnson said.

The Town Council is also scheduled to meet Tuesday in their capacity as the Dillon Urban Renewal Authority, according to the meeting agenda. The Dillon Urban Renewal Authority is scheduled to consider an application from Porritt’s company, Dillon Development Company LLC, seeking assistance to stimulate growth in the town.

Assistance is generally provided to projects for public infrastructure improvements needed to facilitate the revitalization of property within town, West wrote in a staff memo to the Dillon Urban Renewal Authority.

Dillon Development Company has submitted an application requesting assistance in the form of tax increment financing. The application for assistance also asks the town to transfer several “unusable” parcels of land to the parcel where redevelopment is proposed.
