Ethics complaint filed over Dem’s congressional fundraiser

DENVER ” Constituents have filed an ethics complaint against state Rep. Angie Paccione, saying she abused her office by offering prizes for contributions to her congressional campaign, including an introduction on the state House floor.

The complaint was submitted late Tuesday to House Speaker Andrew Romanoff, D-Denver, and made available Wednesday.

Paccione, D-Fort Collins, said she will fight the complaint and predicted it will be dismissed because the fundraising scheme was never carried out.

Eleven constituents filed the complaint, alleging Paccione improperly offered “to confer a benefit in her official capacity as a quid pro quo for raising funds for her congressional campaign.”

House rules bar political campaign members on the chamber floor.

Paccione took responsibility for the aborted fundraiser but said she had not approved it.

She said an overzealous staffer had come up with the idea and mailed a letter to about 800 volunteers and contributors, offering prizes to people who raise $5,000 each quarter for her campaign for the Democratic nomination to oppose GOP Rep. Marilyn Musgrave.

“We asked our volunteers to brainstorm on how we might raise some money. They are supposed to send these ideas to the campaign director and I would have final approval. Unfortunately this one got out. I take full responsibility for that,” Paccione said.

“No contest was conducted, there were no awards. If this were the end of the contest and the contest were conducted, it might have merit,” she said.

Romanoff, House Majority Leader Alice Madden, D-Boulder, and Minority Leader Mike May, R-Lakewood, will decide whether to refer the complaint to the House Ethics Committee.
