Frisco town council to decide on car wash appeal today

FRISCO – Today, Frisco town council is scheduled to make a decision on an appeal of a planning commission decision to deny an enclosure at the Frisco Car Wash.

The applicant had requested to build an enclosure, in addition to some remodeling of the building’s exterior, at the open-bay car wash on Summit Boulevard, but the commission denied the request because it did not meet the required criteria, said commission chairman Bill Pelham.

“We have to make our evaluations based on the variance criteria,” he said.

Just because the planning commission denied the request doesn’t mean the council will.

“They are more in a position to make a political decision than the planning commission,” Pelham said.

The council tabled the appeal at their meeting July 16.

Frisco Mayor Bob Moscatelli said the council would like to see the request granted, as council members thought the improvements would benefit the town.

But the seven variance criteria still must be met, he said, and since the planning commission felt there were four which did not, council members needed some time for what Moscatelli refers to as “creative thinking.”

“In order to grant the variance request, which was denied by the planning and zoning commission and appealed to us, we are obliged to find a way using creative thinking to meet all seven of the criteria,” he said. “If we can’t meet all seven, then we can’t grant the request.”

Unlike the ordinances which pass before council with two readings, there will be only one decision on the car wash appeal. Today’s decision will be final.
