How to register for municipal elections in Summit County

All of Summit County's elections will be by mail-in ballot, with ballots being sent to voters between March 14 and 21.

Local towns are gearing up for a strong turnout with this spring’s municipal elections. With two mayoral seats to fill in Breckenridge and Frisco — Breckenridge’s first in eight years — local entities are preparing for increased participation.

“We anticipate a fairly large turnout because this is the first time in eight years we’ve needed to elect a new mayor,” Breckenridge Town Clerk Helen Cospolich said. “We’re thinking people may be more engaged also because it’s a presidential election year.”

This year also marks Silverthorne’s first election in four years, as last year the number of candidates totaled the number of seats. Silverthorne has four open town council seats, while Breckenridge and Frisco each have one mayor and three town council seats available. Dillon did not have enough candidates for the number of available seats this year, and will seek to appoint candidates who submit a letter of interest.

Each of the towns will conduct a mail-in ballot election, and ballots must be returned by mail or hand-delivered to the respective town hall by 7 p.m., April 5. Ballots will be mailed out between March 14 and 21.

The rules for voter registration are uniform across the county. All voters must be at least 18 years of age, be a U.S. citizen, and have resided in the town 29 days prior to the election. To check registration status, visit

How do I register?

Registered electors of Summit County who have moved into the town and resided here for the 22 days preceding the election must change their legal address of residency by filling out a Change of Residency form at any of the town halls or with the Summit County Clerk. Any qualified citizen can register up to the day of the election at county clerk offices, driver license offices, municipal clerk offices, various human services agencies or by mailing in voter registration applications.

Within eight days of the election, voter registration must be conducted in person at the Summit County Clerk’s office at 208 E. Lincoln Avenue in Breckenridge.

How do I fill out an absentee ballot?

An application for an absentee ballot may be submitted as early as 90 days prior to an election for voters who will not be at their current address during the election. Frisco: Applications for absentee ballots can be obtained at the Frisco Town Clerk’s office, 1 Main Street, Frisco, and must be submitted no later than the close of business on the Friday before the election.

Silverthorne: Applications for absentee ballots can be obtained by stopping by the Town Clerk’s office, 601 Center Circle, Silverthorne.

Breckenridge: Voters may fill out an application form on the town of Breckenridge’s website, print it and submit it to the clerk’s office, or call the clerk’s office at 970-547-3127. Absentee ballots will be mailed not more than 72 hours after the official election ballots are received by the town Clerk. Starting 12 days before a municipal election, voters may vote by absentee ballot in the Town Clerk’s office located in Breckenridge Town Hall, 150 Ski Hill Road, Lobby Level, from 8 a.m. until 5 p.m. Monday through Friday. In-office absentee voting closes at 7 p.m. on election day.
