Is national security different than individual security?

I’ve been reading articles about the Justice Department’s probe into who leaked information on the administration’s spying, and it amazes me that that the leak becomes more important than the actual crime. When J.F.K. was killed, our government decided to withhold important information about the crime for national security reasons. Sounds more like individual security to me.
