SUMMIT COUNTY – A public open house on the Upper Blue Basin Master Plan will be held 5-7 p.m. Thursday in the county commissioners meeting room at the Summit County Courthouse.The Upper Blue Planning Commissioner is hosting the open house to launch an update of basin mapping that guides land-use decisions for unincorporated areas of the region.The Upper Blue Basin encompasses all lands in Summit County draining into the Blue River above the inlet to the Dillon Reservoir.The area includes the towns of Breckenridge and Blue River and takes in the valleys of major tributaries such as Swan and French creeks, and extends south to Hoosier Pass.The plan only applies to unincorporated areas outside of the towns.Although the plan does not affect existing zoning, it will be used to assist decision-makers in evaluating new development proposals in the basin, such as proposed rezonings.The plan does not change zoning on properties. The new land-use maps will reflect changes that have been enacted in recent years, such as the backcountry zoning implemented in 2001.In addition to land-use maps, the new plan will include maps of significant summer and winter routes/trails, and mapping of visually important lands, said Mark Truckey, the long-range planning manager for Summit County.The open house will include maps of proposed land uses, proposed significant summer and winter routes, proposed visually important lands and other relevant data.Curnutte said the open house is informal.
