Gee, I would like to have a nice garage like that. You and county officials look upon it as a windfall. The American Recovery and Reinvestment Act did not “fund” your windfall. However, in fact, all American taxpayers did fund it through all the taxes we pay. They (the Congress and president) only spent our money, and not for fulfilling any demonstrated need, but to “stimulate” our economy to recover from the disaster, which they the government created.

How about credit where is credit due?

You should thank and thank and thank all the taxpayers of Summit County who bought it for you, against the wishes of most of them, had you asked.
