The real story about Amendment 37

It is with great disappointment that we write this letter. You have perpetuated a falsehood about Amendment 37 by stating in the Oct. 29 endorsements that it is an amendment to the state Constitution. It is not.It is an amendment to state statute. This bipartisan amendment is sponsored by U.S. Rep. Mark Udall and state Rep. Lola Spradley. Xcel Energy is a monopoly public utility and a publicly owned company. Its mandates are created by three means: the Public Utilities Commission, legislation and citizen initiative. Amendment 37 was brought to the ballot by way of citizen petitions throughout the state. Xcel is allowed profits on its central power-generation facilities, and it is now proposing a large, coal-fired power plant near Pueblo. Passage of Amendment 37 may delay or eliminate the need for the coal plant. By the way, the design of this coal plant would require thousands of acre feet of water. All publicly released studies concerning Amendment 37 show that wind energy costs are comparable to that of coal and natural gas. Xcel has refused to release its data. Wind energy costs over the past 30 years have declined from 30 cents per kilowatt to 4 to 5 cents today.Fossil fuel costs over that same 30-year period have risen steadily. Besides the question of cost, discussion of public health and the environment only favor renewables.
