Transferable density at the center of debate

BRECKENRIDGE – The Breckenridge Town Council approved on first reading a request for Vail Resorts to save density left over from its Mountain Thunder Lodge project and transfer it to another area later.Typically, when a project is complete, any leftover density is not transferable. One exception to that was when the ski company moved density from its in-town parking lots to the bases of Peaks 7 and 8 to allow development of a village there. That work has yet to begin.By allowing the developers to transfer the leftover density to another site, they wouldn’t have to buy extra density from the Transfer of Development Rights bank. One unit of density, typically acquired by removing it from backcountry parcels, currently sells for about $33,000.Under the development agreement with Vail Resorts, 1.6 units of residential density – about 1,600 square feet – would be preserved on the property, as would be .685 units of commercial density.Planning commissioner Dave Pringle said he was opposed to banking density for future use, saying areas could be adversely affected by increased density.Commissioner Ron Schuman, however, said he liked the idea of flexible zoning and moving density around.”I support the request as I see the benefits to the town, but we need to create specific findings to address the precedent possibilities,” said commissioner Ken Boos. “We need to be careful.”
