Why the need to smoke in bars after 10 p.m.?

I was able to visit the Snake River Saloon for my first time thanks to the new smoke-free ordinance.I look forward to visiting other establishments as well. My concern is if smoking is allowed after 10 p.m., how is the area cleared of smoke by the next day? We all know too well there generally is inadequate ventilation to assist in this. Why is there a need to smoke after 10 p.m.?This ordinance is supposed to assist the employees as well. Will all employees after 10 p.m. be smokers as well?
