CU students take the big hit


A whole lot of Summit County parents with Colorado University students are waking up this morning to learn firsthand what the state budget paralysis is all about.CU tuition is going up to almost 16 percent for the fall semester, depending on the course of study. This is where the much-talked-about, but little-understood clash between the Taxpayers’ Bill of Rights (TABOR) and Amendment 23 come into reality.TABOR limits state spending as the economy improves and revenues become available to support such discretionary things as higher education, which the state has starved in recent years.On the other hand, Amendment 23 forces ever increasing spending for kindergarten through grade 12 public education.State legislators have proposed varied compromises between the two to get some relief. Hard-core Republicans who are just fine with pinched state spending, no matter the social costs, are holding up the works. Gov. Bill Owens refuses to take the lead. Keep in mind, the state Legislature, as a whole, has given away so many tax credits to special interests that in coming years, the TABOR tax refunds taxpayers should get will all but disappear.So, the TABOR diehard stance is bogus. Meanwhile, parents and students working their way through our flagship university are getting reamed.And CU is only setting the standard for what will happen to other state colleges and universities next year.
