Ruhland: Breckenridge tourists should fund transit solutions (letter)

I applaud the forward looking views of the town in planning to improve parking before it is a crisis.

However, it would be more equitable if the proposed tax to build expanded parking in Breckenridge (i.e., F-Lot structure, etc.) targets those who typically bring automobiles into Summit County while visiting and parking to ski.

Many season-pass holders are visitors from the Front Range and beyond and will be driving cars into and around the county and parking to ski. These are the very people who should help fund their own need to park.

Furthermore, exempting all season-pass holders from the parking tax could encourage short-term visitors to buy a season pass to avoid the tax on window tickets.

Why not consider, instead, excluding from the tax only those season-pass holders with Summit County addresses? Year-round and second homeowners — these are typically the people who value and use the public transit instead of their cars to get to the ski area. If the address on file for a Vail Resorts season pass is a Summit County address, that season-pass holder does not pay the tax. Out-of-county mailing addresses for season passes would pay the tax since they are the group most likely driving into the county and needing to park to ski.

Of course, some out-of-towners will use local friends’ addresses, some locals will still drive their cars and park and some second homeowners may not have a P.O. Box! But, the target taxed population of out-of-towners who usually drive and park from the Front Range and beyond is more appropriate than exempting all season-pass holders.
