The hottest election in Summit County is the Republican primary between the two sheriff’s candidates, John Minor and Mike Phibbs.The Aug. 10 verdict will essentially decide the matter for the general election Nov. 2 as the Democrats don’t have anybody running against the winner.Many people changed their party affiliation so they can vote in the primary.The most arresting issue in the campaign is the one no one thinks they can address: why Minor, the appointed incumbent, fired Phibbs, the captain of the jail division within the Sheriff’s Office.To recap, late last year the Board of County Commissioners appointed Minor to the office because Gov. Bill Owens elevated incumbent Sheriff Joe Morales to be the state director of public safety.Three people applied for the vacancy, Minor, a sergeant in the Silverthorne Police Department, Derek Woodman, the captain in charge of the operations arm of the Sheriff’s Office and Phibbs. Phibbs had the staunch support of Morales.The BOCC went outside the department and named Minor, a statement in itself about what it thought of the candidates and the former sheriff’s influence. Morales was fried. Phibbs was disappointed, to say the least.Before too many weeks went by, all of a sudden Woodman was promoted to the long vacant undersheriff’s position and Phibbs was fired.Not too long after that, Phibbs announced he was running for sheriff, with the strong support of the state’s top cop, Morales.Minor, of course, announced he wanted to be elected to the job he won appointment.With the election three weeks away, somebody needs to come clean on what happened when Minor fired Phibbs.
